In Washington, DC, private-pay personal care agencies are not licensed by the district. The district only licenses home health agencies that provide nursing care. However, to provide personal care to Medicaid recipients, the care must be provided by a licensed home health agency. For personal care aides (PCAs) employed at private-pay, non-medical home care agencies, no training is required for initial training, and there are no minimum annual continuing education hours or state-specific curriculum requirements.
